A NEW DEPARTMENT FOR THE EFFICIENCY OF JUSTICE SERVICES WAS ESTABLISHED
Within the Directorate General for Personnel Affairs of the Ministry of Justice, the Department for the Efficiency of Justice Services was established.
Minister of Justice Akın Gürlek, in a post shared on his social media account, stated that in line with the President Recep Tayyip Erdoğan’s “Century of Türkiye” vision, they have taken another significant step to make justice services more accessible, efficient, and swift. He emphasized as follows: “Our goal is clear: to make the Century of Türkiye the Century of Justice; and to provide our citizens with stronger, faster, and more accessible justice services. We will continue to work with determination for the Century of Justice.”
Minister Gürlek, noting that the Department for the Efficiency of Justice Services was established within the Directorate General for Personnel Affairs, made the following remarks:

Within the Directorate General for Personnel Affairs of our Ministry, we have established the Department for the Efficiency of Justice Services. This step also represents an important preparatory stage of our ‘Alo Justice Hotline’ project, which aims to make justice services more easily accessible to our citizens.
Our newly established department will strengthen the functioning of our courthouses, monitor performance and efficiency through data-driven methods, enhance the motivation of our personnel, and improve the quality of services provided to our citizens.
Our goal is clear: to make the Century of Türkiye the Century of Justice; and to provide our citizens with stronger, faster, and more accessible justice services. We will continue to work with determination for the Century of Justice.

BUREAUS FOR THE EFFICIENCY OF JUDICIAL SERVICES ARE BEING ESTABLISHED
In order to deliver justice services to our citizens more effectively, efficiently, and swiftly, it is of great importance to have not only a strong and widespread courthouse organization but also a productive, qualified, and highly motivated human resource.
In this context, the procedures regarding the establishment, abolition of courts and modification of jurisdictions, as well as the efforts to enhance the efficiency and motivation of our personnel, are carried out within the scope of duties of the Directorate General for Personnel Affairs of the Ministry of Justice.
In line with the Judicial Reform Strategy announced by our President Mr. Recep Tayyip Erdoğan, it is aimed to establish an institutional structure within the Ministry to monitor the performance and efficiency of courts based on data analysis, to carry out activities related to the establishment of courts, and to take other necessary measures within the Ministry’s duties and authorities. Furthermore, in order to strengthen the right to trial within a reasonable time and to effectively implement tools related to performance and efficiency, particularly the target time practice, it is envisaged to establish the Bureaus for the Efficiency of Judicial Services within the justice commissions.
Within the vision of “Century of Türkiye, Century of Justice” of our Ministry, and with the approval of the Minister of Justice Akın Gürlek, the Department for the Efficiency of Justice Services was established under the Directorate General for Personnel Affairs. The aim is to ensure that the citizens benefit from justice services more swiftly, effectively, and efficiently, to strengthen the existing courthouse organization, and to manage human resources more effectively in line with the “Human-Centered Personnel” approach.
The newly established Department will evaluate the functioning of justice services based on performance, efficiency, and data analysis; and will carry out procedures related to the establishment, abolition of courts and modification of jurisdictions. In addition, it will undertake tasks concerning the establishment of judicial support and victim services directorates, information technology and criminal records units, as well as the formation of front offices and information desks.
The Department will also oversee the establishment of the Bureaus for the Efficiency of Judicial Services within the justice commissions. It will engage in activities aimed at identifying problems encountered in the functioning of services provided in courthouses and developing solutions, through mechanisms that will involve contributions from judges, public prosecutors, and representatives of relevant institutions and organizations.
In line with the human-centered management approach, the projects and initiatives will be carried out to increase staff motivation and working efficiency. The Department will also oversee the procedures related to the courthouse-based Judicial Staff Search and Rescue (AD-KUR) units.
Our goal is to deliver justice services to our citizens in a faster, more effective, and higher-quality manner. In line with the vision of the Century of Justice, we will continue our efforts with determination.
